This link has a brochure with a list at the end of labor consultation phone numbers. The first one you have to pay for and the second one is free I think. But there are exceptions to this. It may depend on the age of the older child. My granddaughter was 3 and she was able to continue on in hoikuen while my daughter was on child-care leave.

With the insurance though, if you have any dependents, two years is better. That way the dependent can have free insurance for the second year also.
