This link has a brochure with a list at the end of labor consultation phone numbers. The first one you have to pay for and the second one is free I think. But there are exceptions to this. It may depend on the age of the older child. My granddaughter was 3 and she was able to continue on in hoikuen while my daughter was on child-care leave.

With the insurance though, if you have any dependents, two years is better. That way the dependent can have free insurance for the second year also. Yes it's all considered income. If you are still working you might want to delay receiving your pension.
