This comes directly from the first 100,000 USD, as made famous by Charlie Munger. In its originally sense, it was taken to mean only invested Income. That is how I treat it. Could you receive the USD directly into your Shinsei account and immediately transfer it to SBI, thus they will take care of all the currency reporting? I don't believe they do this.
