The Resona Smart-I funds have lower charges and three choices with different ratios of stocks and bonds. There are some REITS in there too, but at lower percentages than your emaxis balanced. Not a recommendation, but might suit what you are looking for.

In principle UK state pension, if that's what you mean, can be paid anywhere, doesn't need to be a UK bank account.

By retirement payout I mean taishokukin rather than any pension.

I think any growth would be included in the amount you are withdrawing, so the 400k a year allowance may or may not cover everything, depending on performance.
