in my extensive experience talking to Japanese people who have funds (all 2 of them), the banks push front loaded high fee funds with high dividends. They promise that you'll make back your upfront fees quickly.

I forgot about the 3000yen fee and was flipping out as my funds had increased but I was showing a loss

luckily for me, the Nissei fund follows the MSCI Kokusai tracker, has a good track record AND has the lowest fees.
(note: I'm haven't had a chance to look at my ideco picks, it's just based on what I think I chose).

I am with SBI, and while the choice is 'nice', I'm only looking at the low cost funds so that choice is limited. If the funds provided by Rakuten are similar then you're not losing much by missing out on funds that you wouldn't consider anyways due to high fees (unless you prefer high fees).

Does you NISA start when you open the account or upon your first purchase?
I registered an account for my kids in September but have held off buying anything. If I wait until next year will I have wasted a year and only be left with 4 years?

The Nissei doesn't pay out dividends. It's designed for long term investment, so is more tax efficient. I have a similar mutual fund by mitsui sumitomo that also doesn't pay out dividends, but the prices increase more than with 1550. I'm not sure which is better so I have both 1550 and mitsui sumito...

My coworker didn't know anything at the time and it was just what was 'suggested' to her. "You'll make back the initial fee almost immediately". At the time she was making dividends of 120yen for every 10,000. It's gone down in recent years to 40yen.
