The purpose of the rules is for Japanese, so that people don't just leave Japan to get an inheritance out of the way, and then (probably) come back. Foreigners just happen to be caught up in it, too. Tho things may have changed, I've read that Wise is good for small transfers, up to maybe ¥6-700,000. If you're US, don't buy mutual funds here--all are PFICs according to US rules, and a humongous tax, and tax prep, headache.
