I think the ETF is not a good choice for the NISA for two reasons:
1. You will pay 10% US tax on the dividends (although I'm not sure how the Rakuten fund handles this, either)
2. Dividends cannot be reinvested without using additional NISA allowance.
You could also consider eMAXIS Slim 全米株式

The only way to buy funds in the Tsumitate portion is by placing a recurring order. Even bonus payments require the recurring order to be in place.

The main thing for PR is to convince the inspector that you are good for Japan.
Paid a lot of tax, supporting wife + family going forward are good reasons. You might have to get creative about how you'll do that if you don't have any more income sources lined up.
