Any advice for the Nenkin exempt people?

My wife and I have been exempted from paying Nenkin. We are enrolled in the program but because of my many dependents and lower income we both have been exempted from paying in. With the little money we are saving for our retirement should we invest it in NISA or partially pay into the Nenkin program.
