Rakuten is a broker. Other brokers include SBI, Monex, Matsui, and most banks/financial institutions.

iDeCo is a type of tax-advantaged account. You can open it at most brokers/banks. Other types of account include NISA (also tax-advantaged) and taxable accounts.
