We have this in Sendai too.

A few years back the city created two public junior/senior high schools (six year programs). There is an entrance test and they are pretty competitive. Anyone in the city can attend, regardless of what area they live in.

Simply let them to practice writing and learn English grammar on their own. You can use an online grammar checker to teach students how to avoid grammar problems. They will then gradually improve their grammar.
